When Dominic arrived to the Office of Budget in 2017, Dallas was going through leadership changes. A new city manager and new assistant city managers were brought on board to lead Dallas to its next phase of success. Dominic was assigned the project of creating a performance measures digital program that would be accessible to residents 24/7.
After completing research about performance metric programs across the country and some background research on the newly appointed city manager, Dominic pitched Dallas 365. The naming convention behind the project was two-fold as Dallas operates 365 days a year. The second part which was discussed openly pertained to the new budget which would focus on 6 strategic priorities and 35 high level performance measures.
After the 2017-18 budget was proposed, Dominic worked alongside an external contractor and in IT staff to upgrade a cloud based software program to transform data into stories, visualizations, while calculating performances, and hosting a webpage external to the city's own .
The effort to complete the project ranged between varying levels of difficulty from easy to complex. Post 2021, the city decided to cease usage of the cloud based software that Dominic used to create and host the original versions of Dallas 365. However, the program is still running under the direction of a new talented manager.
