"What would you like to see in Savannah?" A question posed to Dominic by the Mobility and Parking Services Director in 2011. At the time, electric and hybrid cars were considered emerging technology. The answer Dominic provided was the precursor of the project to come.
Phase 1 of the EVSE project took place after 3 months of research and resource planning. With an approved proposal, Dominic created the project charter. The waterfall style methodology was used to manage events and resources. The pilot phase of the project began with a $10K budget. The project team consisted of five persons. Dominic led as the project manager. The department director served as the project sponsor. The department coordinator served as financial management. A facilities supervisor and maintenance lead served as team stakeholders.
The timeline given to complete the phase 1 pilot was 6 months. With allocated internal staff, contractor services procured through RFP, equipment, and marketing - the total project expenditure came to $6.7K. Phase 1 began in January 2012 and was completed in March 2012, saving the $3300 in the budget.
In 2011, Dominic was working with the City of Savannah as a graduate intern. After the phase 1 completion of the EVSE project, Dominic earned a management fellow role in 2012. Working to solve complex problems, Dominic toured Information Technology, Finance, Budget, Public Information, Revenue (Enterprise) Services, Procurement, Human Resources, and the City Manager's Office.
Making a full circle and returning back to Mobility and Parking Services, Dominic was hired as the department management analyst in 2013. Dominic picked up the EVSE project again, adding more team members to phase 2 and 3 which included private sector team members and stakeholders. The total expenditure for the project phases 2 and 3 came to $78,000 saving $23,000 initially estimated for the $100,000 budget. Savings were generated through opportunities in and grants via stakeholder relationships.
After Dominic's farewell to Savannah, the city continued its EVSE network program, by adding electric vehicles to the city's fleet. In 2022, Savannah is preparing to add more publicly available electric charging stations.
